Human capital is a concept that is cross cutting sectors and professions and assumed to be easily understood.
But its components being multiple has tended to have different meanings by way of content to different
people. In policy discourses it is useful to establish a common ground of what human capital is at economy
level,which sectors and who are concerned. The dynamics between human capital,economic growth and
sustainable development is also a broad area of research and discourse especially with regard to which policies
should be drawn,modified and implemented in a specific economic context such as Rwanda1.
